Are we responsible for our actions?

Another way of looking at "responsibility" is to break it down into its basic meaning "ability to respond". Although in a small way we cannot choose the cirstances we find ourselves in, we can still choose our ability to respond to a situation or cirstance, which then forms our actions. But simply, who else should be responsible for our actions, other then ourselves?
